The Structural Characteristics of Innovation Policies in Henan Province:Themes,Subjects,and Network Graphs
[Purposes]In order to continuously promote the construction of the independent innovation system,the Henan Provincial Government has introduced a series of policy measures to promote innova-tive development during the 13th Five Year Plan period,and analyzing them can clarify the current situa-tion of innovation policy formulation and provide reference for subsequent improvement.[Methods]Us-ing econometric analysis and social network analysis software,this study sorted out 437 innovation policy texts released during the 13th Five Year Plan period in Henan Province,described the relevant charac-teristic values of policy publication time and quantity,policy themes,and publication subjects,and drew a network map of innovation policy keywords and cooperation networks of publication subjects.[Find-ings]Research has found that the volume of innovation policy publications is basically coordinated with the demand for innovation and development in Henan Province,but there are problems such as publica-tion themes,lacking integration,unclear responsibilities of publication subjects,and the need to enhance collaboration.[Conclusions]To provide policy support for continuous promotion of innovative develop-ment,Henan Province needs to strengthen the integration of innovation policy content,clarify the main responsibilities,and enhance the cooperation among the issuing entities.
