摘要

[目的]聚焦河南省,探究科技人才与制造业创新的关系,为河南省制造业创新发展提供政策参考.[方法]选取2010-2022年河南省18个地市的面板数据,探究科技人才对河南省制造业技术创新的影响,并进一步分析科技人才促进河南省制造业技术创新的政策环境门槛和创新环境门槛.[结果]科技人才能够有效促进河南省制造业技术创新产出;政策环境在科技人才影响河南省制造业技术创新产出中存在双门槛效应,创新环境在科技人才影响河南省制造业技术创新产出中存在单门槛效应.[结论]针对河南省制造业创新发展,从提升人力资本素质、建立研发投入机制、合理配置创新资源等3个层面提出对策建议.

Abstract

[Purposes]Focusing on Henan province,this paper explore the relationship between scientific and technological talents and manufacturing innovation to provide policy reference for the innovative de-velopment of manufacturing industry in Henan Province.[Methods]The panel data of 18 cities in Henan Province from 2010 to 2022 are selected to empirically explore the influence of scientific and technologi-cal talents on manufacturing technology innovation in Henan Province,and further analyze the policy en-vironment threshold and innovation environment threshold for scientific and technological talents to pro-mote manufacturing technology innovation.[Findings]It is found that the scientific and technological tal-ents can effectively promote the technological innovation in the manufacturing industry of Henan Prov-ince.Policy environment has double threshold effect and innovation environment has single threshold ef-fect in the process of scientific and technological talents influencinginnovation output of manufacturing industry.[Conclusions]Aiming at the innovation and development of manufacturing industry in Henan Province,the countermeasures and suggestions are put forward from three aspects:improving the quality of human capital,establishing R&D investment mechanism and rationally allocating innovation re-sources.
