Research on Policies Related to Building a Talent Highland in Zheng-zhou City Based on Policy Bibliometrics
[Purposes]Through the systematic description and map summary of Zhengzhou's talent high-land construction policy,the specific impact of the policy on the construction of talent highland is ana-lyzed,which provides a theoretical basis for the optimization and improvement of Zhengzhou's talent policy.[Methods]Using policy bibliometrics and content analysis method to systematically sort out the policy texts of Zhengzhou talent highland construction from 2000 to 2022,and analyze them from three aspects:policy subjects,policy objects and policy tools.[Findings]The policy system of Zhengzhou tal-ent highland construction is characterized by the active participation of government departments,sub-stantial and comprehensive contents,and appropriate use of policy tools.However,there are still issues such as low cooperation awareness among relevant departments anda low level of policy attention to such elements as rural education and private education.[Conclusions]The relevant government departments in Zhengzhou should also strengthen the top-level design,standardize the research and development of talent policy;strengthen the scientific nature of the support policy,optimize the content and design of the talent policy;enhance the leading position of enterprises,and build a new mechanism for cooperation be-tween industry,academia and research.
