摘要

[目的]国家有关科技创新和科研院所改革的政策文件对科研院所科研管理工作提出了新的要求.因此,加强科研院所科研管理研究,提升科研管理水平,成为当前亟待解决的问题.[方法]梳理科研院所科研管理现状,分析科研院所科研管理工作面临的机遇和挑战.[结果]从管理体制创新、项目管理改进、科研成果转化等方面,有针对性地提出科研院所科研管理创新策略与措施.[结论]一系列的管理创新和优化措施,可以提高科研管理工作的质量和效率,提升科研院所科研管理的工作水平.

Abstract

[Purposes]The implementation of these policies has put forward new requirements for the sci-entific research management work of research institutes.Therefore,strengthening the research on scien-tific research management of research institutes and improving the level of scientific research manage-ment has become an urgent problem to be solved.[Methods]This paper sorts out the current situation of scientific research management in scientific research institutes,and analyzes the opportunities and chal-lenges faced by scientific research management in scientific research institutes.[Findings]Targeted strat-egies and measures for scientific research management innovation in research institutions have been pro-posed from the aspects of management system innovation,project management improvement,and scien-tific research achievement transformation.[Conclusions]Through a series of management innovations and optimization measures,the quality and efficiency of scientific research management work can be im-proved,and the level of scientific research management work in research institutes can be enhanced.
