Research on the Efficiency of Scientific and Technological Innovation in Jiangxi Provincial Research Institutes—Based on DEA-BCC model and Malmquist index model
[Purposes]This paper aims to comprehensively grasp the dynamic changes in the efficiency of scientific and technological innovation in research institutes in Jiangxi Province,this article conducts a comparative analysis of the efficiency of scientific and technological innovation in research institutes within Jiangxi Province.[Methods]Based on input-output data such as the number of scientific and tech-nological activity personnel,internal R&D expenses,patent application acceptance,patent authorization,scientific papers,and published scientific and technological works of research institutes in Jiangxi Prov-ince from 2001 to 2021,an efficiency evaluation index system is constructed.The DEA-BCC model and Malmquist index model are used to perform static evaluation and dynamic analysis of their scientific and technological innovation efficiency,respectively.[Findings]The results show that the comprehensive effi-ciency of scientific and technological innovation in research institutes in Jiangxi Province is relatively high.The impact of internal R&D expenditure on the input-output efficiency of research institutes in Ji-angxi Province is greater,and the fluctuation of the total factor productivity index is greatly affected by the technological progress index.[Conclusions]It is still necessary to continuously improve the construc-tion of scientific research institutes from the aspects of increasing financial support,innovating scientific research management system,and deepening the reform of"streamlining administration and delegating power,improving regulation,and upgrading services"so as to strive to improve the scientific and techno-logical innovation ability of scientific research institutes in the whole province and give full play to the main role of scientific and technological innovation.
