摘要
[目的]"十四五"时期以来,河南省深入实施创新驱动、科教兴省、人才强省战略,科技对经济社会的支撑作用日益凸显,如何提高河南省科技合作水平、增强省域创新能力值得进一步探讨.[方法]搜集整理河南省科技合作相关资料,对河南省科技合作的现状、瓶颈及发展建议进行探究.[结果]河南省在科技合作主体、内容与形式以及创新合作平台建设等方面取得了重大进展,但仍存在开放创新投入不够、开放创新人才不足、开放创新机制不畅和开放创新主体不活等瓶颈.[结论]从研发经费投入力度、人才队伍建设、科技合作体制机制以及结合省内优势等方面提出相应建议,为新形势下提高河南省科技合作交流实践水平、建设现代化河南提供了科学有效的借鉴和参考.
Abstract
[Purposes]Since the"14th Five-Year Plan"period,Henan has deeply implemented the strat-egy of innovation-driven,rejuvenating the province through science and education,and strengthening the province with talents,and the supporting role of science and technology in the economy and society has become increasingly prominent.[Methods]The relevant data of science and technology cooperation in Henan Province were collected and sorted out,and the current situation,bottleneck and improvement countermeasures of science and technology cooperation in Henan Province were studied.[Findings]Henan Province has made significant progress in the subject,content and form of scientific and techno-logical cooperation,and the construction of innovation cooperation platform,but there are still bottle-necks such as insufficient investment in open innovation,insufficient open innovation talents,poor open innovation mechanism and inactive open innovation subject.[Conclusions]This paper provides the refer-ence from the aspects of R&D investment,talent team construction,scientific and technological coop-eration system and mechanism,and the advantages of the province for improving the practice level of sci-entific and technological cooperation and exchange in Henan Province and building a modern Henan un-der the new situation.
