Evaluation of Reservoir Resettlement Effectiveness Based on Grey Correlation TOPSIS Method
[Purposes]As a key link in the construction of water conservancy and hydropower projects,the resettlement of reservoir immigrants will directly affect the progress,effectiveness,and even social stability of the project.Therefore,whether reservoir immigrants can be properly resettled is an important component of judging the success or failure of the project construction.Scientifically and reasonably evaluating the resettlement effect of reservoir immigrants is of great significance for maintaining social stability and promoting sustainable development of immigrants.[Methods]Firstly,this paper establishes an evaluation index system for the effectiveness of resettlement based on field research data,relevant lit-erature,and expert opinions;then,the CRITIC method is used to determine the weights of each indicator,and the TOPSIS method is combined with grey relational analysis to construct a new form of relative closeness for comprehensive evaluation of the evaluation object;finally,the feasibility and effectiveness of the model were verified through case analysis.[Findings]Through the evaluation of the resettlement effect of reservoir immigrants,the current constraining factors affecting the stable development of reser-voir immigrants were identified,and measures that can promote the stable development of immigrants were explored.[Conclusions]This study has important practical value for the smooth implementation re-settlement in reservoir areas,as well as for the better development of reservoir resettlement in the future.At the same time,it also provides reference for the evaluation of resettlement effect of other reservoirs.
