摘要
[目的]中小企业实现高质量发展的主要途径是技术创新,但由于自身研发能力弱,所以利用产学研合作获得新技术是可行路径之一.然而,在南通中小企业产学研合作中存在各种政策或机制障碍,影响其高质量发展,需要对其进行研究.[方法]通过实地走访,采用问卷调查法和文献研究法,揭示南通中小企业产学研合作困境,总结国内外产学研实践经验,给出相应建议.[结果]南通中小企业产学研合作的三大痛点是政策支持不足、合作机制不健全和科技成果转化困难.根据深圳、南京、德国、日本、韩国等产学研实践经验,南通需要在财政支持、税收减免、人才接洽、产学研合作机制等方面进行改革.[结论]研究成果可为国内中小企业产学研合作提供参考.
Abstract
[Purposes]The main way for small and medium-sized enterprises to achieve high-quality de-velopment is technological innovation.However,due to their weak research and development capabili-ties,it is a feasible path to acquire new technologies through industry-university-research cooperation.However,there are various policy or mechanism obstacles in the cooperation between Nantong small and medium-sized enterprises and industry-university-research that affect their high-quality development,and it is necessary to carry on the research.[Methods]Through field visits,questionnaire surveys and lit-erature research methods,the difficulties of industry-university-research cooperation among small and medium-sized enterprises in Nantong City were revealed,and the practical experience of industry-university-research cooperation at home and abroad was summarized,and corresponding countermea-sures and suggestions were given.[Findings]The research results show that the three pain points of industry-university-research cooperation among small and medium-sized enterprises in Nantong City are:insufficient policy support,imperfect cooperation mechanisms,and difficulties in transforming scien-tific and technological achievements.Based on the practical experience of industry-university-research cooperation in Shenzhen,Nanjing,Germany,Japan,the Republic of Korea,etc.,Nantong City needs to carry out reform infinance,tax relief,talent contact,and industry-university-research cooperation mechanisms.[Conclusions]The research results can provide reference for the cooperation between small and medium-sized enterprises and industry-university-research in China.
