Study on the Development Status,Problems and Countermeasures of Technology Financing Guarantee Industry in Tianjin
[Purposes]In order to fully evaluate the development status and problems of Tianjin's technol-ogy financing guarantee industry,identify factors that may affect its sustainable development,and pro-vide a reference basis for formulating subsequent supporting policies.[Methods]This study adopts the combination of on-site investigation and interviews,focusing on investigating the operation status of two major technology guarantee companies in Tianjin,and analyzing supportive policies,business models,typical cases,etc.[Findings]The study found that in recent three years,under the strong support of na-tional and Tianjin policies,Tianjin's technology guarantee industry has effectively facilitated the transfor-mation of scientific and technological achievements and the development of technology SMEs.However,it is also found that current Tianjin technology guarantee institutions generally face issues of relatively weak profitability,insufficient policy incentives,and urgent needs for improving internal risk judgments and control mechanisms,etc.These factors have restricted the sustainable development of the technology guarantee industry to some extent,and also limited the subsequent improvement in its service level.[Conclusions]Therefore,it is proposed to tackle difficulties and challenges faced by the industry in the development process from aspects of increasing financial subsidies,establishing a systematic risk assess-ment and management mechanism,and promoting replication of successful model,so as to achieve a higher level of high-quality and sustainable growth.
