[Purposes]To align with the trend of digital development and enhance the efficiency of scien-tific and technological evaluation management,it is necessary to establish a third-party organization's scientific and technological achievement evaluation information management system.[Methods]Accord-ing to the system requirements,this paper analyzes functional design,system implementation and other software engineering development process.The design and implementation of the third-party organiza-tion's scientific and technological achievements evaluation information management system are carried out based on the concept of the entire life cycle.[Findings]The scientific and technological achieve-ments evaluation information management system can achieve refinement,intelligence,and integration of scientific and technological evaluation work,optimize scientific and technological evaluation methods,improve the efficiency of scientific and technological evaluation work,quickly match needs and re-sources,track the situation of each evaluation project,and grasp the overall evaluation information situa-tion from a global perspective,thereby improving the quality of scientific and technological evaluation services.[Conclusions]The third-party organization's scientific and technological achievements evalua-tion information management system is an important digital tool for scientific and technological achieve-ments evaluation management.Its application can not only optimize the scientific and technological achievements evaluation process but also help standardize the operational steps of scientific and techno-logical achievements evaluation,unify the evaluation standards of scientific and technological achieve-ments,and significantly improve the efficiency and service quality of scientific and technological achievements evaluation.
