Issues and Strategies for Intellectual Property Protection in Higher Education Institutions:A Perspective on School-Enterprise Reform
[Purposes]This study aims to identify the intellectual property challenges faced by higher edu-cation institutions in the process of school-enterprise reform and provide countermeasures for protecting intellectual property rights in school-enterprise reform.[Methods]Through policy research and litera-ture review,this study analyzes the historical background,current status,and future trends of intellectual property rights allocation in school-enterprise reform during the reform process.[Findings]During the stage of school-enterprise reform,the protection of intellectual property rights in higher education institu-tions faces issues such as unclear ownership of intellectual property rights and potential loss of state-owned intellectual property rights.The gradual decentralization of state-owned intellectual property rights and the reform of collective ownership and long-term use rights of job-related scientific and tech-nological achievements have opened up significant opportunities for protecting intellectual property rights in school-enterprise reform.[Conclusions]To promote smooth progress in school-enterprise re-form and strengthen the protection of intellectual property rights in higher education institutions,it is necessary to integrate the ideas of decentralizing authority,reforming collective ownership and long-term use rights of job-related scientific and technological achievements,improve relevant legal provisions,es-tablish effective mechanisms for intellectual property value evaluation and dynamic adjustment,explore regulatory mechanisms for state-owned intellectual property rights in higher education institutions,inno-vate the mode of technology transfer between school-run enterprises and higher education institutions,and enhance the modernization of higher education institutions governance systems and capacities.
