The Benefit Compensation Standard Based on Natural Resource Value in Major Grain-producing Regions:A Case Study of Henan Province
The calculation of the benefit compensation standard in major grain-producing areas is the core content of improving the income guarantee mechanism for grain farmers and establishing the horizontal benefit compensation mechanism between grain-producing areas.This research takes Henan Province,a major grain-producing area,as the research object and uses the assessment results of natural resources to calculate the economic compensation amount for the non-grain cropland and the benefit compensation standard for cities.The results show that:①In 2022,the surplus area of cultivated land for grain production in Henan Province was 2 925.27 thousand hectares,with a surplus rate of 38.93%.Henan Province allocated nearly 40%of its cultivated land to ensure national food security.②The total economic compensation amount for the non-grain use of cultivated land in Henan Province was 38.703 billion yuan per year,and the average economic compensation amount per mu of cultivated land was 343.40 yuan per year,which was significantly higher than the direct subsidy amount for grain.③Among the six key cities in the province,Zhengzhou City and Luoyang City need to pay 159.550 billion yuan and 8.545 billion yuan of cultivated land benefit compensation respectively each year,while Kaifeng City,Pingdingshan City,Anyang City,and Jiaozuo City are the cities receiving the cultivated land benefit compensation.
