摘要
储备林建设是国家木材保障重大需求的落脚点.通过阐述建设基本情况,对进度要求、质量要求开展了相应评价,对照相关标准达到相关要求,对于产生的预期经济效益,社会效益和生态效应也开展相关的评价,对储备林基地建设的资金问题、技术问题和管理层面等后续问题开展了分析,结合实际,从资金层面、技术层面、制度层面、效益层面提出具有实际操作性的对策,为类似情况的储备林建设和运行提供参考.
Abstract
Reserve forest construction is the foothold of the major demand for national timber security.By expounding the basic situation of construction,the corresponding evaluation and evaluation are carried out on the progress requirements and quality requirements,and the relevant requirements are met according to the relevant standards.The expected economic benefits,social benefits and ecological effects are also evaluated.The follow-up problems such as capital problems,technical problems and management level of reserve forest base construction are analyzed.Combined with the actual situation,the practical countermeasures are put forward from the aspects of capital,technology,system and benefit,which can provide reference for the construction and operation of reserve forest in similar situations.
