基于降水数据的陕西省自然灾害综合风险时空变化及影响因素分析

利用2010-2022年陕西省各市灾情数据、社会经济数据及95个国家气象站逐日降水观测资料,采用层次分析法、主客观赋权法等,构建区域自然灾害综合风险指标体系,从危险性、脆弱性、暴露性及应急能力等方面分析了陕西省自然灾害综合风险的时空特征及影响因素.结果表明:(1)陕西省自然灾害的危险性略有下降,但空间差异明显.陕南三市危险性较高,主要受强降水影响.但近年来,关中和陕北的危险性等级有所上升.(2)陕西省自然灾害脆弱性有所下降,但农业生产对异常天气的抵御能力仍然较弱,灾情在陕南安康市、陕北延安市和关中渭南市较为严重,显示出农业抗灾能力不足.(3)陕西省自然灾害暴露性上升.关中地区由于经济发达,暴露性较高.(4)陕西省应急能力持续增强,主要得益于卫生医疗、通信网络和城市基础设施的改善.(5)陕西省自然灾害综合风险有明显的降低,但区域差异明显,陕南三市、陕北延安市和关中西安市、渭南市自然灾害综合风险较高.西安市暴露性高,陕南三市危险性高,渭南市、延安市的应急能力需加强.
Spatio-temporal Changes and Impact Factors of Comprehensive Natural Disaster Risks in Shaanxi Province Based on Precipitation Data
This paper constructs a comprehensive risk index system for regional natural disasters by using the disaster data,socio-economic data from various cities of Shaanxi Province during 2010-2022,and the daily precipitation observation data from 95 national meteorological stations as well as the Analytic Hierarchy Process(AHP),subjective and objective weighting methods.The spatio-temporal characteris-tics and impact factors of the comprehensive risk of natural disasters in Shaanxi Province is analyzed from the aspects of danger,vulnerability,exposure,and emergency response capabilities,etc.The results show that:(1)The risk of natural disasters in Shaanxi Province has slightly decreased,but it is signifi-cantly different in spatial distribution.The southern Shaanxi has a high level of danger,mainly affected by severe rainfall.But in recent years,the level of danger in central and northern Shaanxi has increased somewhat.(2)The vulnerability of natural disasters has decreased in Shaanxi Province,and it is still weak for agriculture to resist abnormal weather.The disaster situation is more serious in Ankang of south-ern Shaanxi,Yan'an of northern Shaanxi,and Weinan of the central Shaanxi plain,which indicates the insufficient agricultural disaster resistance.(3)The exposure to natural disasters has increased in Shaanxi Province.Due to the developed economy in central Shaanxi,a high level of risk exposure exists there.(4)The emergency response capability of Shaanxi Province has continued to improve,which is mainly because of the improvement in health care,communication networks,and urban infrastructure.(5)The comprehensive risk of natural disasters has significantly decreased in Shaanxi Province,but there are sig-nificant regional differences.The three cities in southern Shaanxi,Yan'an City in northern Shaanxi,Xi'an City in central Shaanxi,and Weinan City have higher comprehensive risk of natural disasters.The exposure of Xi'an City is high,while the three cities in southern Shaanxi have high risks.The emergency response capacity of Weinan and Yan'an need to be strengthened.
