State and Society:Suggestions on Balancing the Supervision Power of the Parliamentand the Administrative Power of the Government in the Late Qing Dynasty and the Early Republic of China
Due to differences in the understanding of prioritizing national power or social rights,there was intense power struggle between parliamentary supervision and government administration during the late Qing Dynasty and early Republic of China.Regarding how to reasonably delineate the boundaries of power exercise between the two to achieve legitimate checks and balances,enable parliament to effectively supervise the government while avoiding excessive constraints on the government that may affect administrative efficiency,scholars from both political science and governance fields have put for-ward various ideological propositions regarding adjusting parliamentary supervision powers and governmental administrative powers.Although these institutional proposals did not achieve expected results due to various constraints,they undoubtedly provide valuable reflections on bridging state power with societal forces,offering some historical enlightenment for a benefi-cial interaction between a"strong state"and a"strong society"in modern state governance.
