A cross-sectional study on the current status of personnel training and its influencing factors in Chinese disease prevention and control institutions
Objective To understand the current status of personnel training and its existing issues in Chinese disease prevention and control institutions(CDPCI).Methods From September to October 2023,a cross-sectional survey method was adopted and the personnel of CDC institutions in 7 provinces(municipalities directly under the central Government)were selected to conduct a questionnaire survey.The survey contents included basic personal information,the training received in the past year(Septem-ber 2022 to August 2023),etc,and a descriptive analysis was conducted for the current status of personnel training in CDPCI and its influencing factors.Results In total,2 290 survey respondents completed a valid questionnaire,and 1 961(85.6%)had participated in training in the past year,of which 51.0%had participated in ≥4 times of training.The top 3 training forms in terms of training effectiveness were centralized training(33.0%),thematic lectures(17.8%),and further education(14.7%).The training participation rate was relatively high in women(86.84%),and was relatively low in the persons ≥50 years old(79.10%),having the education level of college or below(74.48%),with undefined-level position(79.17%),having working ex-perience<1 year(76.07%)or ≥ 31 years(79.17%)and in prefectural and municipal institutions(82.37%).The overall satisfac-tion rate among the trainees with the training was 66.9%,and the main factors affecting the overall satisfaction rate of CDPCI personnel with the training were gender,age,professional title,and years of work in CDPCI.The number of persons who had not participated in training in the last year was 329.Of the 459 persons selected and not participating in the training,the three rea-sons with the highest percentage included not receiving training notification(35.1%),limited number of places in the training program they wanted to participate in(13.9%),and not being able to get away from work(10.0%).Conclusions The current training system for personnel in CDPCI has the issues such as poor information dissemination on training notification,limited quotas for training program,conflicting training schedules,unequal training opportunities and irrational training methods,which constrain the development of CDPCI and the enhancement of the capacity of human resources;it is urgent to improve the mechanism of information dissemination,increase the input of training resources,optimize the schedule of training,set up a mechanism for the equitable distribution of training opportunities and introduce diversified and innovative training methods.
