国有企业在中国式现代化道路中能否发挥引领作用——基于实际效率的视角
Can State-owned Enterprises Play a Leading Role in the Path of Chinese-style Modernization?——Based on the Perspective of Actual Efficiency

摘要
国有企业作为国民经济发展的顶梁柱,是推进中国式现代化的重要力量.本文首先基于实践的视角,阐释了国有企业在中国式现代化道路中的引领作用.其次,针对长期以来有的学者认为国有企业效率低下的错误观点,本文利用A股上市公司数据,通过统计分析和实证检验的方法证明,无论从生产效率、创新效率还是投资效率来看,国有企业的经济效率都不低于民营企业.同时,国有企业在社会贡献、社会责任、环保责任、可持续发展、信息披露以及经济安全等关乎国计民生方面的社会效率远高于非国有企业.因此,我们应彻底转变国有企业效率低下论的错误观点,准确把握国有企业在中国式现代化推进过程中的战略定位和功能作用,在做大做优做强国有企业中发挥国有企业的新使命新价值.
Abstract
State-owned enterprises(SOEs),as the pillars of national economic development,are an important force in promoting Chinese-style modernization.This paper firstly explains the leading role of state-owned enterprises in the path of Chi-nese-style modernization based on the practical perspective.Then,in response to the long-standing erroneous view of some scholars that state-owned enterprises are inefficient,this paper uses the data of A-share listed companies to prove through statistical analysis and empirical testing that the economic efficiency of state-owned enterprises is not lower than that of private enterprises,no matter whether they take the efficiency of production,innovation or invest-ment as the object of study.At the same time,the social efficiency of SOEs is much higher than that of non-SOEs in terms of social contribution,social responsibil-ity,environmental responsibility,sustainable development,information dis-closure,and economic security,which are related to the national economy and people's livelihood.Therefore,we should completely change the wrong view-point of inefficiency theory of state-owned enterprises,accurately grasp the strategic positioning and functional role of state-owned enterprises in the process of Chinese-style modernization and give full play to the new mission and new value of state-owned enterprises in the process of making state-owned enterprises bigger,better and stronger.
