Protectionism is an intrinsic element of American capitalist e-conomic institution.Since 2008,especially since the Trump administration came to power in 2017,the U.S.'s rising protectionism is not a pure change of social ideological trend,but in essence is the adjustment of American capi-talist economic institution,that is,the adjustment of the overall orientation of state intervention in foreign trade and other fields.We try to use the"technology-system-market"ternary analysis framework to analyze this in-stitutional adjustment.The U.S.'s rising protectionism is rooted in the sharpening of the basic contradictions in the process of capital accumula-tion.Its main purpose is to overcome the predicament of capital accumulation in the context of depression,and promote the realization of a new phase of expansion of the American capitalist economy.However,whether in terms of the relationship between capital accumulation and institutional structure,the U.S.'s rising protectionism cannot reverse the depression of the American economy,and will have a frustrating effect on the long-term development of the U.S.and the global economy.
