Action Logic and Key Elements of Collaborative Governance for Rural Tourism Driven by Agile:A Case Study Based on Lixian County in South China
The high-quality development of tourism depends on the effectiveness of good governance,and the territorial tourism development model has promoted the deep transformation of the rural society and economy,which generated new features and demands for rural tourism governance.In the face of the new governance situation of rural territorial tourism,the rapidity,flexibility,and responsiveness in the agile governance process should be emphasized.Based on the case expe-rience of Lixian County in South China,and focusing on the two key questions of"how to act"and"what are the key ele-ments that make the action possible"in collaborative governance,this study tries to construct a theoretical analysis frame-work of"collaborative governance driven by agile",decomposing the action logic of collaborative governance into three process mechanisms:"acute perception mechanism,rapid response mechanism and social integration mechanism".It has found that the acute perception mechanism is composed of the concept of social organism,the ability to analyze and screen,and the task allocation process,which is the premise for collaborative governance actions;the rapid response mechanism is composed of the concept of the public interest first,the ability of information communication and the pluralistic governance procedures,which is the key to achieving effective collaborative governance;and the social integration mechanism is con-structed through the interaction of sustainable concepts,balanced coordination capabilities,and consensus reconstruction procedures,which can ensure the sustainability of the effectiveness of collaborative governance.In thee new governance sit-uation of rural tourism,due to the linkage and mutual support of the acute perception mechanism,rapid response mecha-nism,social integration mechanism,the agile governance has been successfully implemented in collaborative governance actions,forming a virtuous governance loop.
