利用已建水库作为抽水蓄能电站下水库综合利用分析

为节约工程投资,可利用已建水库作为抽水蓄能电站的上水库或下水库,但存在对已建水库影响分析与评价问题,需要确保其安全、防洪等满足现行规范要求.笔者针对贵阳抽水蓄能电站利用已建红岩水电站水库作为下水库的特点,通过对红岩水电站功能、建筑物级别、防洪和安全标准进行重新复核,以判断红岩水电站作为其抽水蓄能电站下水库后继续使用的可行性;同时通过电量分析、技术经济论证、资产评估,双方最终采用电量补偿的方式进行合作,合作方式极具代表性,可为同类工程的建设提供参考和借鉴.
Comprehensive Utilization Analysis of Built Reservoirs as Lower Reservoirs for Pumped Storage Power Stations
In order to save the project investment,the built reservoir can be used as the upper reservoir or lower reservoir of the pumped storage power station.However,there are problems in the analysis and evaluation of the impact on the built reservoir,and it is necessary to ensure that its safety and flood control meet the requirements of the current specifications.In view of the characteristics of Guiyang Pumped Storage Power Station using the built Hongyan Hydropower Station reservoir as the lower reservoir,the authors recheck the function,building level,flood control and safety standards of Hongyan Hydropower Station to judge the feasibility of continuing to use Hongyan Hydropower Station as the lower reservoir of pumped storage power station.At the same time,through power analysis,technical and economic demonstration,and asset evaluation,both parties ultimately adopt the method of electricity compensation for cooperation,which is highly representative and can provide reference and reference for the construction of similar projects.
