摘要

EPC模式在水电工程中的实践应用尚处于起步阶段,存在项目参与方对EPC合同条件掌握不足、权责分配不明确等问题.为了促进水电工程EPC项目招标管理工作的顺利实施,提高水电工程建设效率,笔者从业主的角度出发,运用文献研究法搜集、整理、归纳水电工程EPC项目招标阶段风险因素,形成含有 33 个风险因素的初始清单;采用因子分析法对识别的所有风险因素进行降维处理,确定水电工程EPC项目招标阶段 30个关键风险因素,可为业主在类似水电工程EPC项目招标阶段进行风险管理提供借鉴.

Abstract

The practical application of EPC mode in hydropower engineering is still in its infancy,and there are problems such as insufficient understanding of EPC contract conditions by project participants and unclear allocation of rights and responsibilities.In order to promote the smooth implementation of bidding management for hydropower EPC projects and improve the efficiency of hydropower construction,the author uses the literature research method to collect,sort out and summarize the risk factors in the bidding stage of EPC project in hydropower engineering from the perspective of the owner,and forms an initial list of 33 risk factors.The factor analysis method is used to reduce the dimension of all the identified risk factors,and 30 key risk factors in the bidding stage of EPC project of hydropower engineering are determined,which can provide reference for the owner to carry out risk management in the bidding stage of similar hydropower EPC project.
