Measurement and Distribution Characteristics of Regional Scientific and Technological Innovation Efficiency——Empirical Analysis Based on Hebei Province and 11 Cities
Technological innovation is an important engine for the development of human society and a core element for developing new quality productive forces.Taking Hebei Province as an example,this study empirically analyzes the spatiotemporal pattern,regional differences,and dynamic evolution trends of regional scientific and technological innovation efficiency.Research has found that regional scientific and technological innovation in Hebei Province is affected by low efficiency in technological progress and pure technical efficiency,resulting in an overall low innovation efficiency.However,the structure of innovation resource allocation is gradually optimizing,and the development trend is improving;There are significant regional differences in micro-level technological innovation,with most cities in the stage of continuous optimization of innovation resource structure,and some cities experiencing low levels of technological progress and scale efficiency.To promote coordinated development of regional scientific and technological innovation,we should leverage our comparative advantages and formulate scientific and technological innovation strategies tailored to local conditions;Implement the coordinated development strategy of Beijing-Tianjin-Hebei and enhance the driving force of scientific and technological innovation;Deepen the reform of the system and mechanism for scientific and technological innovation,and break through institutional barriers to innovative development;Face up to the development gap and promote the coordinated development of scientific and technological innovation within the region.
