Research on Resource Allocation and Optimization Path of Home based Community Elderly Care Services in Urban and Rural Areas of Hebei Province
With the intensification of population aging and the impact of family planning policies,relying solely on family care is no longer sufficient to meet social needs,and home-based community care has become the main development direction.By analyzing the current situation of the supply of elderly care service resources in urban and rural home communities in Hebei Province,it is found that there are many problems in the allocation of elderly care service resources in terms of financial subsidy policies,urban and rural elderly care institutions,human resources and services,which are constrained by factors such as the main auxiliary relationship between home care and institutional elderly care,the imbalance of financial subsidy structure,insufficient hardware facilities,and the shortage of elderly care service human resources.To optimize the allocation of elderly care service resources,it is recommended to establish a coordinated development mechanism between the elderly care service industry and the industry,improve the financial subsidy policy system,establish a"filial piety"fund and long-term care insurance system,and standardize and improve the service level of elderly care institutions.
