美军电子元器件管理标准发展动态及启示
Developments of Component Management Standards in U.S.Military and Its Enlightenment

摘要
从美军电子元器件管理标准的发展历程来看,美军电子元器件管理历经强制性管理、成本化管理、非强制行管理、权威化管理等4个阶段.当前,美军采用MIL-STD-11991B替代MIL-STD-3018对电子元器件管理采用了更加严格和精细的管理方式.美军元器件管理模式的变化启示我们:需要及时调整电子元器件管理模式、建立完善的元器件管理标准化文件体系、广泛采用先进的国际标准和民用标准、持续动态维护元器件标准,以保持元器件管理的动态化、规范化、广泛性、权威性.文章同时介绍MIL-STD-11991B的主要内容以及其与MIL-STD-3018的异同.
Abstract
Based on the development history of the U.S.military's electronic component management standards,electronic component management has gone through four stages:mandatory management,cost-oriented management,non-mandatory management,and authoritative management.At present,the U.S.military has replaced MIL-STD-3018 with MIL-STD-11991B for more rigorous and detailed component management.The developments of electronic parts management standards may enlighten us to coordinate component management with real-time situations,establish a comprehensive standardized system for component management,use the latest international standards and civilian standards,and update the component standards continuously.This paper also analyzes the main contents of MIL-STD-11991B and its similarities and differences with MIL-STD-3018.
