完善危大工程安全管理实施细则的几点建议——以《安徽省危险性较大的分部分项工程安全管理规定实施细则》为例

摘要
住房和城乡建设部 37 号令颁布的《危险性较大的分部分项工程安全管理规定》作为建筑领域的行业规定,内容偏于笼统,各地根据本省实际出台的实施细则各有特色.《安徽省危险性较大的分部分项工程安全管理规定实施细则》成文于 5 年前,实施以来工程建设中又出现了一些新情况、新问题,应适时启动对实施细则的评审程序.从增加危大工程清单、扩大危大工程范围、加强危大工程施工和监督的过程管理和验收、加大专家参与度等方面进行必要的补充和完善,以适应危大工程施工安全管理的需要.
Abstract
Regulations on Safety Management of Sub-projects with High Risk issued by the Minis-try of Housing and Urban Rural Development in Order No.37,as an industry regulation in the construc-tion field,tends to be vague in content.Each region has its own unique implementation rules based on the actual situation of the province.Implementation Rules of Safety Management Regulations for Sub-pro-jects with High Risk in Anhui Province were written 5 years ago.Since their implementation,there have been some new situations and problems in engineering construction,and the evaluation process for the implementation rules should be initiated in a timely manner.Necessary supplements and improvements will be made to meet the needs of safety management in hazardous engineering construction,including in-creasing the list of hazardous engineering projects,expanding the scope of hazardous engineering pro-jects,strengthening the process management and acceptance of hazardous engineering construction and supervision,and increasing expert participation.
