关于加强矿山地质环境治理恢复基金管理的探索——以淮南市为例

摘要
在淮南市矿山地质环境治理恢复基金计提、使用、管理等过程中,可见矿山地质环境治理恢复中存在新增沉陷区与耕地保有量、现有基金与矿山地质治理历史遗留问题等多方面都存在矛盾,现从财政体制、解决历史遗留问题、加强业务人员管理、明确执法惩戒措施等方面提出加强矿山地质环境恢复基金管理的建议.
Abstract
During the planning,utilization and management of the mine geological environment governance and restoration fund in Huainan City,it has been found that in mine geological environment restoration and governance there are the contradictions between the newly added subsidence areas and the amount of cultivated land,and between the existing fund and the issues left over from the past for mine geololgical governance.Some suggestions on how to strengthen the management of the fund for mine geological environment governance and restoration are put forward from the aspects of financial system,solving the problems left over by history,strengthening the management of operational personnel and making clear the measures of law enforcement and punishment.
