Culture and tourism are naturally inseparable.Culture can enhance the connotation and attractiveness of tourism,and tourism is an important way for cultural dissemination and promotion.The integration of culture and tourism is the inherent law and inevitable trend of the development of culture and tourism.Taking Huaibei Tourism as an example,this article analyzes the development foundation of cultural tourism integration,points out that there are problems such as insufficient development of cultural resources,low integration of tourism resources,and insufficient investment in funds in cultural tourism integration.It proposes measures to deeply explore Huaibei culture,fill cultural gaps,develop Huaibei characteristic cultural tourism products,organize and cultivate Huaibei characteristic brand system,strengthen top-level design,and fully play the role of the market.
