农业生产大托管背景下优化"农管家"服务路径研究——以淮南市为例

摘要
为解决城镇化推进过程中土地撂荒、"非粮化"、农户生产积极性不高等一系列问题,安徽省淮南市在全国首创了"两委托两跟进一托底"的农业生产"大托管"模式.文章运用SWOT分析等方法,探寻其模式背后起到支撑作用的农业服务公司——农管家所处环境、所起作用、存在问题及其对策.研究表明,农管家在成本、技术、效益、推广几方面有显著优势,但在服务主体与服务对象上存在一定局限性.因此,应坚持党建引领,重视人才培养,健全托管体系,加强政府监督,探索有效发展路径.
Abstract
In order to solve a series of land problems such as land abandonment,non grainification,and low produc-tion enthusiasm of farmers in the process of urbanization,Huainan City in Anhui Province has pioneered the"two en-trustments,two follow-up,and one support"agricultural production"big trusteeship"model nationwide.The article uses methods such as SWOT analysis to explore the environment,role,existing problems,and countermeasures of the agri-cultural service company-Agricultural Butler,which plays a supporting role behind its model.Research has shown that rural butlers have significant advantages in terms of cost,technology,benefits,and promotion,but there are certain limi-tations in terms of service subjects and targets.Therefore,we should adhere to the guidance of Party building,attach im-portance to talent cultivation,improve the trusteeship system,strengthen government supervision,and explore effective development paths.
