Research on the Construction of Evaluation Index System for the Effectiveness of China's Publishing Industry's"Going Global"Policy——An Application Study Based on the BSC-AHP Model
In recent years,a series of policy measures has expanded the scale and influence of China's publishing industry's"go-ing global"initiative.A science-based and reasonable evaluation index system for policy effectiveness is a requirement for the promotion of the high-quality development of China's publishing industry,as it facilitates its high-level efforts for"going global"and enhances the global influence of Chinese culture.The relevant policies build up the intrinsic basis of the evaluation index system for the effectiveness of the publishing industry's"going global"policy.Based on the Balanced Scorecard(BSC)concept,a preliminary evaluation index system including financial,customer,internal processes,and learning and development dimen-sions was constructed from a theoretical perspective.With the use of the Delphi method for index selection,a BSC-AHP evalua-tion model was established.The weights of each evaluation index were determined based on the Analytic Hierarchy Process(AHP).Finally,a three-level evaluation framework for the effectiveness of the publishing industry's"going global"policy was proposed as a basis for the refinement and adjustment of China's"going global"policy.
