The Administrative Council Meeting of Dongjiang:The Dongjiang People's Congress Convened by Zhou Enlai
At the conclusion of the Second Eastern Expedition,Zhou Enlai was appointed as the administrative commissioner for Dongjiang.Despite his 44-day tenure,Zhou Enlai convened the first and only administrative council meeting in the history of Dongjiang.The conference was composed of people's representatives.During the conference,its agenda was standardized,with the principle of fusion of powers implemented.These actions thereby endowed the conference with the principal characteristics of a People's Congress.Zhou Enlai transformed Dongjiang under the Guangzhou Nationalist Government into a ground for experimen-ting with people's power.This work was another creative practice by the Communist Party of China during the Great Revolution after the Worker's Congress and the Farmer's Association.It represented a milestone in Zhou Enlai's exploration of the evolution of the People's Congress system.
