摘要
突发公共事件在全球范围内频发表明,与风险共生已经成为后工业社会人类的生存写照,社区作为易遭受风险冲击的场所之一而成为后工业社会风险治理的观察场域.公共性是人们在适应性生存的合作行动中构建出的一种互惠共生的关系.在风险情境下,公共性生产能够驱动多元行动者网络、结构化信任网络和共识性行动规则,进一步生成社区的结构韧性、文化韧性和制度韧性.当公共性生产面临行动者网络失衡、信任网络脆弱、共识性规则失灵时,应通过这些路径实现提升社区韧性的公共性生产:明晰主体关系,赋能合作行动;培育社区认同,编织信任网络;吸纳生活逻辑、完善制度体系.
Abstract
The frequent occurrence of public emergencies worldwide once again demonstrates that coexisting with risks has become a reflection of human survival in post industrial society.Community,as one of the places affected by risks,has become an obser-vation field for risk governance.In risk scenario,publicness is a mutually beneficial relationship constructed by people in cooper-ative actions for adaptive survival,which can further generate community structural resilience,cultural resilience,and institu-tional resilience through a network of multiple actors,structured trust networks,and consensus action rules.When publicness production faces imbalanced actor networks,fragile trust networks,and failure of consensus rules,we should empower coopera-tive actions by clarifying the subject relationship,weave a trust network by cultivating community identity and streamline the insti-tutional system by absorbing life logic to optimize the production path of publicness to enhance community resilience.
