Taking Huaian city as the research object,this paper collected the relevant data of popula-tion,GDP,energy consumption and so on from 2013 to 2021,and calculated the total carbon emission,per capita carbon emission,VCF and so on.The results show that the total carbon emission in Huaian City was on the rise,and the peak of carbon emission in 2019 was the lowest value of carbon emission efficiency.The total carbon emission in 2013 was the lowest value,and the increase range was the lar-gest from 2018 to 2019,increasing by nearly 30％.The carbon emission efficiency in Huaian City was on the rise,from 0.91 in 2013 to 1 in 2021.The economy in Huaian City develops steadily from 2013 to 2021,and the output of GDP per unit of energy consumption increases.Finally,the paper puts for-ward suggestions on developing low-carbon economy according to the current situation of Huaian city,so as to promote the sustainable development of Huaian city.
