沿边省份碳排放效率水平及影响因素研究——基于EBM-Tobit模型

依据沿边省份2005-2019年面板数据,采用EBM-GML方法测度各沿边省份的碳排放效率水平,并借助Tobit模型分析碳排放效率水平的影响因素.结果发现:沿边省份碳排放效率水平总体呈上升趋势,但在碳排放效率存在较大差异;技术效率在早期是碳排放效率水平上升的主要原因,但后期技术进步成为主要驱动因素,与技术效率共同发挥作用;经济发展水平、对外开放水平、政府支持水平对碳排放效率水平产生积极影响,能源消费结构与碳排放效率水平有显著的负向关系.实践中可通过制定低碳发展战略规划、提升对外开放质量、优化能源消费结构等措施来赋能沿边省份碳排放效率提升,进而实现沿边经济健康可持续发展.
Efficiency Evaluation and Influencing Factors Analysis on Carbon Emission of Border Provinces Based on EBM-Tobit Model
Based on the panel data of eight border provinces from 2005 to 2019,we used EBM-GML meth-od to measure the carbon emission efficiency level of each province,and Tobit model was used to analyze the influencing factors of carbon emission efficiency..The results show that the carbon emission efficiency level of border provinces is on the rise,but there is a big difference in carbon emission efficiency among border provinces.In the early stage,technical efficiency is the main reason for the rise of carbon emission efficiency level,but in the later stage,technological progress becomes the main driving factor,and then plays a role together with technical efficiency.Level of economic development,opening up and government support all have a positive effect on carbon emission efficiency,whereas the energy consumption structure has a significant negative relationship with carbon emission efficiency.In practice,we can improve the car-bon emission efficiency of border provinces by making low-carbon development strategic planning,expan-ding opening to the outside world,optimizing the energy consumption structure and other measures,so as to realize the healthy and sustainable development of border economy.
