The Logic and Path of the Effective Connection Between the Consolidation and Expansion of Poverty Alleviation Achievements and Rural Revitalization
The development practice of poverty alleviation villages has shown that there is a progressive and continuous relationship between the consolidation and expansion of poverty alleviation achievements and rural revitalization.By constructing an analytical framework of"concept-object-content-tool",it is shown that the practical logic for the effective connection between the two major strategies is:in terms of con-necting concepts,the upgrading of development goals forces external"blood transfusion"style assistance to transform into stimulating the development ability of farmers themselves;In terms of connecting ob-jects,gradually extending from easily returning poor households to all farmers;In terms of connecting content,expand from"four guarantees"to comprehensive revitalization;In terms of bridging tools,inno-vation and sustainability of multidimensional tools provide guarantees for effective connection.Based on this logical framework,integrating the transformed of the concept of connection into other dimensions,and implementation paths are proposed,including the differential expansion of the connection object from"easily impoverished households-low income households-all farmers",the gradient upgrade of the connec-tion content towards"rural construction-industrial development-rural governance",and the systematic ad-justment of the connection tool"policy-mechanism-method".
