摘要
推进主体功能区战略是党中央、国务院作出的重大决策部署,也是贯彻落实党的二十大精神和党中央国务院重大战略的重要举措.本文梳理了主体功能区规划实施以来取得的主要成效,针对主体功能区规划未能顺应新形势新要求、分区管控难以传导落地、分区类型亟须完善等问题,提出新时期优化完善主体功能区的方向和技术方法,以期为各地优化主体功能分区、推动主体功能区战略精准落地提供参考.
Abstract
The promotion of the main functional area strategy is a significant decision and deployment made by the Party Central Committee and the State Council.It is also an important measure to implement the spirit of the 20th National Congress of the Communist Party of China and the major strategies of the Party Central Committee and the State Council.This paper summarizes the main achievements made since the implementation of the planning of the main functional areas.It addresses issues such as the failure of the planning to adapt to new situations and requirements,difficulties in the transmission and implementation of zoning control,and the urgent need to improve zoning types.Based on these,the paper proposes directions and technical methods for optimizing and improving the main functional areas in the new era,aiming to provide references for optimizing the zoning of main functional areas and promoting the precise imple-mentation of the strategy of main functional areas in various regions.
