全域土地综合整治视角下的村庄规划实践——以株洲市龙凤庵村为例

摘要
村庄规划作为最末端的空间规划,是与村民利益关系最直接的规划,但长期以来存在不实用、不好用、不管用的问题.新时期下如何提升村庄规划的实用性,是实现乡村振兴的重要抓手.全域土地综合整治作为规划实施的政策平台,与村庄规划在最终目标、时空协同以及内容互补上有着紧密联系,本文以全域土地综合整治为视角,总结了详尽的外业调查、严守底线管控以及统筹各类整治资源三大村庄规划编制工作要点,并以株洲市白关镇龙凤庵村村庄规划实践为例,提出了该视角下规划充分挖潜保障村庄建设发展空间、补足传统村庄规划农田水利内容短板以及"红绿融合"的产业发展模式三大策略,以期为各地村庄规划的编制工作提供借鉴.
Abstract
As the last level of spatial planning,village planning which has existed the problems of impracticality,difficulty in use and irrelevance for a long time is directly related to the interests of villagers.How to improve its practicability in the new era is an important issue to realize rural revitalization.In the new era,how to ensure the practicality of village planning is an important issue in achieving rural revitalization.As a policy plat-form for planning and implementation,comprehensive land consolidation is closely related to village planning in terms of ultimate goals,temporal and spatial coordination,and complemen-tary content.From the perspective of comprehensive land consolidation,this article summarizes the key points of detailed field investigations,strict bottom line control,and overall plan-ning of various remediation resources for three major villages.Taking the planning practice of Longfeng'an Village in Baiguan Town,Zhuzhou prefecture as an example,Three major strategies have been proposed from this perspective:fully tapping the potential of planning to ensure the development space of village construction,filling the gaps in traditional village planning for agricultural water conservancy,and adopting an industrial development model of"red green integration",in order to provide reference for the formulation of village planning in various regions.
