Practice and Exploration of Physical Quantity Inventory of State-owned Grassland Resource Assets
The physical inventory of natural resource assets is an essential component of the overall inventory of state-owned natural resources and is the key approach to compiling natural resource asset balance sheets.This paper presents the practice of physical quantity inventory for grassland resource assets conducted in Hunan province as part of the pilot work for the inventory of state-owned natural resources(grassland part).Relying on the technical guide-lines(draft)for the inventory of state-owned natural resources,the survey verifies the tech-nical routes and methods for the physical quantity inventory of state-owned grassland resources,builds an asset inventory database,analyzes the issues in the inventory process,and explores the valuation of grassland resource assets.The inventory results indicate that the total area of state-owned grasslands in the pilot area is approximately 372 hectares,mainly comprising other types of grasslands,followed by artificial pastureland,covering 361 hectares and 11 hectares,respectively.Regions with smaller grassland areas are primarily located in plains,while hills and mountainous areas have relatively larger grassland coverage.The total hay yield is about 1,442,494 kilograms,with the highest yield in pilot area A1 at approximately 335,063 kilograms,and the lowest in pilot area A3 at about 58,869 kilograms.The total value of grassland resource assets is estimated to be around 850,000 yuan RMB.
