Research on the Problems and Countermeasures of Land Reserve in Hunan Province in the New Era
Land reserve,as a fundamental system in land management,plays an irreplaceable role in regulating the land market,promoting urban construction,providing factor guarantees,and increasing government financial resources.Based on the analysis of the current situation of land reserves in Hunan Province,this paper explores the problems existing in the provincial-level land reserve system,and innovatively proposes five selection models for provincial-level land reserves:recovery and storage,cooperation between enterprises,linkage between upper and lower levels,market acquisition,and investment collection.It also establishes four institu-tional arrangements:establishing a provincial-level joint meeting system,establishing a three-level linkage mechanism,establishing a provincial-level special fund for land reserves,and improving the implementation guarantee system,in order to provide reference for the imple-mentation of provincial-level land reserves in Hunan province.
