Design and Practice of Land Reserve Full Life Cycle Information Management System:Taking Chenzhou as an Example
Land reserve,as an important support for urban development,its management effi-ciency and effectiveness are directly related to the quality and sustainability of urban devel-opment.However,there are still problems in the current land reserve management,such as insuf-ficient implementation of operational mechanisms,inadequate implementation of management and early development work,insufficient land revitalization and utilization,and some business processes still adopting paper-based circulation and paper-based ledger management,which can-not achieve full life cycle management of land reserve projects.Taking Chenzhou prefecture as an example,this paper deeply studies the design and practice path of building the land reserve full life cycle information management system using digital technology.Through the comprehen-sive use of new generation information technologies such as geographic information system(GIS),big data,the Internet of Things,intelligent monitoring,mobile Internet,etc.,this paper makes innovative applications in the spatial visualization of land reserve information,business process management,management and protection patrol,and land asset promotion,and builds a land reserve life-cycle information management system that integrates collection and storage planning,land collection and storage,early development,management and supply,and achievement archiving.The practice in Chenzhou prefecture has shown that the informatization of land reserve management has achieved specific results such as improving work efficiency,enhancing decision-making scientificity,and promoting transparency in government affairs.It provides valuable experience and paths for the informatization transformation of land reserve management in other regions.
