摘要

耕地是保障国家粮食安全最根本的基础性资源.本文以当前研究成果为依据,结合当前农业高质量发展背景对耕地保护转型提出的新要求,系统梳理湖南省耕地保护的现状及问题,探索未来湖南省耕地保护转型的实施路径.研究表明,湖南省现阶段耕地依然存在优质耕地与建设用地空间高度重叠、人均耕地资源下降、耕地质量下降,生态功能被忽视等问题.为实现农业高质量发展,可从坚持科学的顶层设计、坚持调动多方利益主体的积极性和坚持科技创新等路径进行调控,以确保国家粮食安全.

Abstract

Farmland is the most fundamental resource for ensuring national food security.This article is based on current research results,combined with the new requirements for the transformation of farmland protection in the context of high-quality agricultural development.It systematically reviews the current situation and problems of farmland protection in Hunan province,and explores the implementation path of future farmland protection transformation in Hunan Province.Research has shown that at present,there is still a high degree of overlap between high-quality arable land and construction land in Hunan province,a decrease in per cap-ita farmland resources,a decline in farmland quality,and the neglect of ecological functions.To achieve high-quality agricultural development,regulation can be carried out through adher-ing to scientific top-level design,mobilizing the enthusiasm of multiple stakeholders,and adhering to technological innovation,in order to ensure national food security.
