This article analyzes the positioning and effectiveness of special national ter-ritory spatial planning,sorts out the main problems faced in the compilation of special national territory spatial planning,points out the problems of conflicting compilation con-tents,unclear planning spatial levels,and unclear planning coordination rules in the compila-tion of special national territory spatial planning,and proposes suggestions such as estab-lishing a directory list,highlighting spatial attributes,improving standard systems,and improving linkage mechanisms,to provide new ideas for the formulation of special plans under the background of the reform of the national territory spatial planning system.
