乡村振兴战略背景下地市级农业科研院所深度发展的探索——以衡阳市农业科学院为例

摘要
以衡阳市农业科学院为例,聚焦地市级农业科研院所的功能定位、发展现状、面临问题,进而分析其深度发展的路径与策略,并在此基础上提出进一步的建议以更好地推进地市级农业科研院所深度发展,从而促进农业科技创新和成果转化,助力我国乡村振兴.地市级农业科研院所在发展中主要面临科研资金比较紧张、成果转化效率不高、人才机制不够健全等问题.乡村振兴战略背景下地市级农业科研院所深度发展的路径与策略主要包括通过建立灵活人才机制、加大科研投入力度来加强创新能力建设,提高农业科技水平;通过优化成果评价体系、搭建成果转化平台、完善成果转化激励机制来推动科技成果转化,提升服务农业产业实效.在此基础上,提出进一步的建议:科研经费的争取要更主动;成果转化的步伐要更快速;人才机制的建设要更强化;薪酬制度的创新要更大胆.
Abstract
Taking Hengyang Academy of Agricultural Sciences as an example,the paper focuses on the functional positioning,development status and existing problems of prefecture-level agricultural research institutes,analyzes the paths and strategies of their in-depth development,and puts forward further suggestions on this basis for better promoting the in-depth development of prefecture-level agricultural research institutes,so as to promote agricultural science and technology innovation and achievement transformation,and promote China's rural revitalization.The main problems faced by prefecture-level agricultural research institutes during their development are the shortage of scientific research funds,the low efficiency of achievement transformation,and the imperfect personnel mechanism.Under the background of rural revitalization strategy,the paths and strategies of in-depth development of prefecture-level agricultural research institutes are mainly strengthening the construction of innovation ability and improving the level of agricultural science and technology by establishing a flexible talent mechanism and increasing scientific research investment;promoting the transformation of scientific and technological achievements and improving the effectiveness of serving the agricultural industry by optimizing the achievement evaluation system,building the achievement transformation platform,and improving the incentive mechanism of achievement transformation.Hence,further suggestions are put forward:prefecture-level agricultural research institutes should be more active in applying for scientific research funds;the pace of achievement transformation should be faster;the construction of the personnel mechanism should be strengthened;prefecture-level agricultural research institutes should be bolder in the innovation of the pay system.
