新世纪湖南粮食生产的特征、问题与对策研究

摘要
湖南是全国 13 个粮食主产省份之一,目前水稻面积、产量分别居全国第 1、2 位,双季稻生产常年居全国前列,为保障我国粮食安全发挥着不可替代的作用.基于新世纪以来湖南粮食生产的统计数据,解析新世纪湖南粮食生产特征、面临的问题并提出对策建议,以促进湖南粮食持续稳产增产.新世纪湖南粮食生产的特征主要包括种植面积下降,产量增长;财政投入不断增长;新品种、新技术较多并得到广泛推广应用;农业基础设施不断改善等.新世纪以来湖南粮食生产面临着稳定粮食种植面积的难度增大;农业基础设施建设仍然存在薄弱环节;种粮效益比较低下,农民积极性不高;良种对粮食增产的贡献率不高,单产提升较为缓慢等问题.在此基础上,提出新世纪湖南粮食生产的对策建议,包括稳定生产面积、提升单产水平、完善补贴政策等方面.
Abstract
Hunan is one of the 13 main grain-producing provinces in China,playing an irreplaceable role in ensuring China's food security.At present,its rice area and yield rank the first and second respectively in China,and its double-cropping rice production ranks at the forefront of the country all year round.Based on the statistical data of Hunan grain production since the new century,the paper analyzes the characteristics and problems of Hunan grain production in the new century,and puts forward countermeasures and suggestions to stabilize and increase grain production sustainably in Hunan.The characteristics of Hunan grain production in the new century are mainly as follows:the planting area decreases,and the yield increases;the financial input continues to grow;there are many new varieties and technologies,which are widely popularized and applied;agricultural infrastructure continues to improve.Since the new century,Hunan grain production has been faced with some problems:the difficulty in stabilizing the grain planting area increases;there are still weak links in the construction of agricultural infrastructure;the benefit of growing grain is relatively low,and the enthusiasm of farmers is not high;the contribution rate of improved varieties to grain output increase is not high,and the increase of per unit yield is relatively slow.Hence,the paper puts forward the countermeasures and suggestions for Hunan grain production in the new century,including stabilizing the production area,raising the per unit yield level,and improving the subsidy policy.
