Research on the Practice and Countermeasures of Cultivating High-Quality Farmers in Longde County
This paper summarizes the effective practice of cultivating high-quality farmers in Longde County of Ningxia Hui Autonomous Region,analyzes shortcomings,and puts forward some suggestions on improving the quality and effectiveness of cultivating high-quality farmers.The cultivation of high-quality farmers in Longde County has formed an effective model of"34452",including consolidating"three foundations"to improve the supporting force of the cultivation system;highlighting"four precisions"to improve the pertinence of the cultivation model;focusing on"four types of talents"to cultivate diverse types of talents;strengthening"five innovations"to ensure the innovation of the cultivation system;stick to"two goals"to maximize the effectiveness of cultivation.The restricting factors are as follows:the students are older,and the knowledge level is lower;there are time conflicts in training arrangements,and the enrollment,management and service are faced with certain difficulties;the cultivation of compound talents and the differentiated farmer training need to be strengthened;the policy and economic environment need to be optimized;the county-level financial input is insufficient,and functions of Longde County Agricultural Radio and Television School need to be strengthened.Hence,the paper puts forward some suggestions to improve the quality and effectiveness of the cultivation of high-quality farmers in Longde County:improving the cultivation system of high-quality farmers;focusing on key links of cultivating high-quality farmers;strengthening the cultivation of diversified and compound high-quality farmers;improving the funding mechanism for the cultivation of high-quality farmers,and the policy support mechanism for entrepreneurship development of high-quality farmers;improving the evaluation,promotion and incentive mechanisms for high-quality farmers.
