湖南现代种业强省建设的对策研究

摘要
湖南是育种大省和用种大省.在调查研究的基础上,梳理湖南种业发展的现状和短板,并提出相应对策.就湖南种业发展的基础而言,湖南种质资源保护利用体系加快建立,多种产业育种水平全国领先,种业龙头企业发展势头强劲,人才及创新平台集聚优势明显.就湖南种业发展的短板而言,湖南种质资源保护与创新利用不足,种业创新的结构性失衡凸显,种业企业综合实力、创新能力不强,种业与农业产业融合发展不够充分.因此,从巩固优势种业、提升特色种业,加强种业关键技术联合攻关,培育提升种业企业综合竞争力,加强政策支撑、优化发展环境等方面探讨了湖南现代种业强省建设的路径.
Abstract
Hunan is a big province of breeding and seed use.Based on investigation and research,the present situation and shortcomings of Hunan seed industry development are sorted out,and corresponding countermeasures are put forward.In terms of the basis for the development of Hunan seed industry,Hunan has established a germplasm resource protection and utilization system,the breeding level of various industries is leading in the country,the development momentum of leading enterprises in the seed industry is strong,and the agglomeration advantages of talents and innovation platforms are obvious.In terms of the shortcomings of the development of Hunan seed industry,the protection and innovative utilization of Hunan germplasm resources are insufficient,the structural imbalance of seed industry innovation is obvious,the comprehensive strength and innovation ability of seed industry enterprises are not strong,and the integrated development of the seed industry and agricultural industry are not sufficient.Therefore,the study puts forward the paths of building Hunan into a strong province in the modern seed industry:consolidating the advantageous seed industry,and promoting the characteristic seed industry;strengthening the joint research on key technologies of the seed industry;cultivating and improving the comprehensive competitiveness of the seed industry enterprises;strengthening the policy support,and optimizing the development environment,etc.
