摘要
结合湘西州的实践厘清地理标志农产品助推农业高质量发展的机理,分析湘西州地理标志农产品助推农业高质量发展中存在的问题,并提出进一步的发展路径.地理标志农产品助推农业高质量发展的机理为,地理标志农产品通过增强农业发展的创新性、协调性、绿色性、开放性、共享性来助推农业高质量发展.湘西州地理标志农产品助推农业高质量发展中存在的问题包括地理标志农产品品质下降,质量标准体系有待完善;地理标志侵权假冒问题凸显,维权比较艰难;地理标志农产品创新发展不够,多重价值挖潜不足;地理标志农产品相关主体参与不足,有效协作缺乏等.在此基础上,提出湘西州地理标志农产品助推农业高质量发展的路径:完善地理标志农产品质量标准体系,强化质量安全监管;建立全方位的地理标志保护体系,严厉打击侵权行为;促进地理标志的创新运用,提升地理标志的多重价值;提升地理标志农产品相关主体的参与能力,促进多元合作.
Abstract
Combined with the practice of Xiangxi Prefecture,the study clarifies the mechanism of agricultural products with geographical indications promoting high-quality agricultural development.It also analyzes the existing problems in the process of agricultural products with geographical indications promoting high-quality agricultural development in Xiangxi Prefecture,and puts forward further development paths.The mechanism of agricultural products with geographical indications promoting high-quality agricultural development is that agricultural products with geographical indications promote high-quality agricultural development by enhancing the innovation,harmonization,green,openness and sharing of agricultural development.The existing problems in agricultural products with geographical indications promoting high-quality agricultural development in Xiangxi Prefecture are as follows:the quality of agricultural products with geographical indications declines,and the quality standard system needs to be improved;the problem of infringement and counterfeiting in geographical indications is obvious,and it is difficult to protect the rights;the innovation and development of agricultural products with geographical indications are not sufficient,and the potential of multiple values is underexplored;the participation of relevant subjects of agricultural products with geographical indications is insufficient,and effective cooperation is lacking.Hence,the study puts forward the paths of agricultural products with geographical indications promoting high-quality agricultural development in Xiangxi Prefecture:to improve the quality standard system of agricultural products with geographical indications,and strengthen quality and safety supervision;to establish a comprehensive protection system for geographical indications,and crack down on infringement;to promote the innovative application of geographical indications,and enhance the multiple values of geographical indications;to enhance the participation capacity of relevant subjects of agricultural products with geographical indications,and promote diversified cooperation.
