Problems and countermeasures in realizing the value of equity forest ecological products in Hunan Province
Equity forest ecological products are a kind of ecological products that need to be empowered and confirmed by the government and realize the ecological value through the market,with incomplete exclusivity and competitive characteristics,and relying on the joint role of the government and the market to realize the ecological value.Hunan Province has explored three equity forest ecological products,such as forestry carbon sink projects,collective forest rights,and forest rights mortgages,and achieved positive results.However,there are still some problems that need to be solved,such as operational mechanism and supporting policies.The government should take measures such as optimizing the development of forestry carbon sink projects,promoting the synergy in the supervision of collective forest rights transaction,and opening up channels for forest rights mortgage loan,so as to promote the realization of the value of equity forest ecological products.
