The Functional Orientation and Improvement Path of People's Congress Deputies'Liaison Stations from the Perspective of the Whole-Process People's Democracy
The system of people's congress is an important institutional carrier for realizing the whole-processpeople's democracy in China.the liaison stations of people's congress deputies are the platform for the vivid practice of the system of people's congress and the whole-processpeople's democracy at the grass-root level in China.In recent years,the liaison stations of people's congress deputies have been developing rapidly,but they are also facing a series of challenges and dilemmas.Therefore,it is of great theoretical value and practical significance to further clarify their functional orientation and the mode of practicing the whole-process democracyso as to improve the system of the liaison stations of people's congress deputies.There are few studies oncomprehensive theoretical discussions and systematic summaryof the practical development of the liaison stations of people's congress deputies.From the perspective of the whole-process people's democracy,this paper explains their specific functional positioning in terms of legal,political,role and practice positioning.Itsummarizes the innovative modes and practices of the liaison stations of people's congress deputies in Zhejiang Province in practicing the whole-process people's democracy,analyzes dilemmas faced by the liaison stations of people's congress deputies in the following five aspects ofidentity identification,deputies duty performance,practical functions,organizational construction,and consultation and deliberation,and puts forward a proposal to improve the system of the liaison stations of people's congress deputies.
