Multidimensional Analyses of Policy Texts for the Construction of Zhejiang Common Prosperity Demonstration Zone
Analyses of the policy documents for the construction of Zhejiang Province Common Prosperity Demonstration Zone can reveal its construction goals,paths,means and measures,and provide useful references for the construction of common prosperity in other regions from the perspective of top-level design.Based on multiple dimensions such as policy tools,policy objectives,policy themes,and cross analysis,a content analysis was conducted on 22 recommended policy texts for the construction of Zhejiang Province common prosperity demonstration zone at different levels;the characteristics and problems of the policy texts were analyzed.The results are as follows.(1)From the perspective of policy tools,environmental type accounts for a relatively large proportion,supply type the medium proportion,and demand type the lowest proportion.And there are also differences in the internal structure of various policy tools.(2)From the perspective of policy development goals,effective implementation dominate,co-construction and sharing,and industrial prosperity make up the second largest proportion,where as risk prevention,green development,and cultural prosperity account for the lowest proportion.(3)From the analysis of the content of policy themes,it can be seen that the most frequent keywords are related to the promotion,implementation,and joint construction of project policies,as well as the promotion of culture.The medium frequent ones are tourism,rural areas,common prosperity,demonstration,etc.The less frequent ones are comprehensiveness,collaboration,digital and management.(4)The cross analysis results of"policy tools&policy objectives"indicate that"effective implementation"and"co-construction and sharing"are the most essential goals of the construction of the common prosperity demonstration zone,corresponding to a relative high frequency of specific policy tools and to a relatively concentrated support for the policy objectives.The cross analysis of"policy objectives & policy themes"indicates that policy themes are more inclined to achieve the goal of effective implementation of the policy.As a result,it is necessary to supplement the shortcomings of policy tools for a strong support of policy tools of risk prevention,to enhance the focus of policies,to strengthen the matching of goals,tools,and themes of policies,and to expand the scope of policy tool support,ensuring a better support of policies for the construction of Zhejiang Province Common Prosperity Demonstration Zone.
