Analysis of the Implementation of Citizenization Policies for Agricultural Transfer Population Based on the Smith Model:A Case Study of K County in Zhejiang Province
Using the Smith policy implementation process model,this paper analyzes the implementation process of the citizenization policies for agricultural transfer population in K County.It identifies several issues,including the imperfect policy system,shortcomings in the executing agencies,low acceptance among target groups,and insufficient support from the policy environment.Based on these findings,the paper proposes optimization paths such as improving and optimizing the policy system,enhancing the capacity and efficiency of executing agencies,increasing the identification of target groups,and optimizing the policy environment.These measures aim to strengthen the implementation effectiveness of citizenization policies for agricultural transfer population.
